We're having this problem with the couple that lives next door to us.  We're
convinced that they're violently unstable from the arguments and other
things we have heard and seen.  The problem is the man of the house likes to
sit out on his back porch late at night with his TV set CRANKED.  We live in
a historic Central Phoenix district where the houses are closer together and
not as well insulated as my Tempe house was, so the sound goes right through
the walls.  Last summer, my housemate Renata went over and explained very
sweetly that his TV kept us up at night and could he please turn it down
after 10PM or else, heaven forbid, we might be forced to call the police.
This worked for about a week.  Her boyfriend also tried politely asking them
to turn it down one night it was happening and they responded with vulgar
insults and threats to complain to the city that our lawn wasn't very well
kept (which is true).
 
I got along really well with the neighbors where I used to live, so I know
how much better it is not to have an adversarial relationship with them.
I've heard about the feuds that start with little things like this and these
two are the kinds of people that would do that.  The noise will be much less
of a problem when it gets hot enough to run the air conditioner at night and
it only annoys us occasionally now, but we both feel like we're being taken
advantage of.  I'd like to hear how other people have dealt with these
situations and what the results were.

Use earplugs.  I hate to tell people that, but it really
works.  People say "Why should I *have* to use earplugs?"
I say you *shouldn't* have to use earplugs, but until the
litigation is over, it sure makes life more pleasant.
They work for other noise problems too.

Re:  Use earplugs.

I used to work around jet engines and wore earplugs to protect my hearing. 
Earplugs get uncomfortable after a while.  I would dread trying to sleep
with them in my ears.  It would have to be a desperate situation.

The people were planted to get you to move away.  The land in that area is
worth mega-bucks.  

I'll do some more thinking on the matter.  I don't think I've been in that
situation before.
