I think you've hit the nail on the head.  Blanket legalization of 
hard drugs certainly isn't the answer, but decriminalization for 
addicts, along with prescription doses under medical supervision 
might work.  It could be an expensive program to administer, 
though.

How about a healthy tax on marijuana, with proceeds going to 
maintain clinics for addicts of the harder stuff.  I realize that 
there will continue to be a certain amount of abuse, if the stuff 
becomes legal, but the decrease in costs within our legal system 
would probably balance out some of the other negatives.  (Wow, 
can't you hear the lawyers scream as they lose all those clients?)

Any governmental control on the use of drugs and their abuse 
could be along the same lines as now set up for abuse of alcohol.  
I hate to see and mind bender get preferential treatment, but I 
do agree that marijuana is probably no more damaging to physical 
and mental health than any other mind bender/distorter.  (Maybe 
we could make TV games shows illegal, too?)

I know that it isn't going to happen overnight, but we really 
need more intelligent dialog on the subject of drugs, and less 
emphasis on name calling and hysterical reaction.  My contention 
is still that the organized drug cartels and fundamental 
religious groups will be the groups that most violently oppose 
legalization of drugs.

My experience with "big business" is that if there's a buck to be 
made they will be there to get it.  I'll bet that most of the 
major tobacco companies have contingency plans in place for the 
marketing of brand name marijuana products.  Can you see some 
hulking "ath-a-lete" on the TeeVee endorsing Liggett & Myers "Bay 
Gold" brand marijuana, all the time sucking on a big juicy wad of 
Copenhagen or Sweet Garrett brand processed coca leaf chew?

I like the idea of allowing family production of MJ.  I can't see 
where allowing family production of wine or beer has seriously 
cut into Gallo or Segram's profits.  It certainly doesn't seem to
have caused any serious upswing in alcohol abuse.  Not when the 
serious abuser can more easily buy more bottled Nirvana for a 
couple of bucks than he can ferment in his back yard tub.

I realize that these views don't concur with the views propounded 
in the KJV of holy writ but then it seems that very few of my 
thoughts ever come out in 16th century English anyway.   I guess

didn't feel it was any more worthwhile proscribing than He did 
wine or beer.

expression 'Supply & Demand'? It used to mean that if a product became

        Why it was APS.....  They were discussing "Quality Power" and " Poor
Quality Power".  They gave a rundown on Solar Power saying why it would
never work for the homeowner.   It was ALL negative on Solar Power. Sorry I
did not tape the segment or I would be happy to show it to you. Brother Bob
(who works with Photovoltaics and Solar Hot water Heaters) was really
laughing at their so called "FACTS".... He felt they were putting a negative
feeling on Solar Power to benifit their decision on Nuclear Power......
Obviously Jim Lippard bought it hook line and sinker along with many other
Arizona citizens as being SAFE and CHEAP.
        It was a sell Job...... and they sold it!

No, I never said anything about deaths while under the influence of
alcohol.  The only alcohol deaths I referred to (if I referred to any at
all, I don't recall) were those directly attributable to the alcohol (e.g.
alcohol poisoning).  I would agree that a comparison of deaths caused by
alcohol influence while not considering deaths caused by the influence of
marijuana would be unfair.
 
The death stats I gave from the DAWN data, on the other hand, did include
deaths while under the influence (including suicides and accidental deaths).
 The DAWN stats do not record alcohol alone, but they do record when
alcohol is found in the body along with some other drug.  And what is the
most commonly found drug?  "Alcohol in combination."

How about, though, allowing the individual States to decide on the
decriminalization of 'illegal' drugs.
We should give our over burdened government a break. It has so-o many issues
now to help us with. The government's concern for us as a society is a nice
thought, but I think that the states should start shouldering some of these
responsibilities.
Let's give our ever growing government a rest.......

p.s. a really innovative idea would be to bring back individual
responsibility ......... What a wild idea!

No, I have never said that or implied that.  My claim has been that d9THC
doesn't kill people.  Regarding smoking (any substance), it clearly causes
health problems.  Note, however, that marijuana can be ingested by means
other than smoking.
   Smoking marijuana in some cases *is* good for you (e.g., if you are a
suffere of a particular type of glaucoma).  If, as I suspect, the healthful
effects of moderate alcohol use are in its reduction of stress, a joint a
week would have a similar effect (but of course we won't see any research on
that subject as long as marijuana is on Schedule I).

Ideally, all should be legal.  Realistically, marijuana and the
hallucinogens should have the same status as alcohol and tobacco.  Heroin
should be available to terminal patients and for addict maintenance
programs.  None should be illegal under any particular circumstances, but
companies should be permitted to fire anyone who comes to work impaired. 
Companies employing people in high-risk positions should be permitted to
demand that their employees stay clean (e.g., airlines, bus drivers, etc.) 
The penalties for engaging in actions which endanger the lives of other
people should be harsh.

Here are some of the results from a 1981 international Gallup survey:

    (Highest was Republic of Ireland with 82%; lowest was Denmark with 3%)

Do you do unpaid voluntary work for churches or religious organizations?
    United States         23%
    Netherlands            9%

    United States         95%
    Netherlands           65%
    (Highest was U.S.; lowest was Sweden with 52%)

All of Western Europe scored lower than the U.S. on all three questions
except for the Republic of Ireland and Northern Ireland which scored higher
on the first question.

More recent info on Holland may be found in the article "Unbelief in the
Netherlands" in the Winter 1986/87 issue of Free Inquiry magazine. 
According to this article, 81% of Dutch citizens believe that the only being
answerable for his life is man himself.  55% disagree with the statement
that people who believe in God always lead a richer spiritual life than
unbelievers.  53% believe that life *before* death is the only thing that
counts.  38% do not believe in God [if this statistic is correct, the
percentage of atheists in Holland increased 3% between 1981 and 1986].
The percentage of Dutch who consider themselves humanists has gone from 7%
in 1966 to 14% in 1978 to 23% in 1985.  (Other views in 1985 were 29% Roman
Catholic and 24% Protestant.  As 1/3 of the Protestants are Calvinists,
breaking those down leaves humanism the second most popular viewpoint.)

Concerning the legalization of drugs:

My opinion is that a tax stamp on MJ and legal status for the US 
tobacco companies to produce and sell it through their regular 
retail channels would soon cause the price of a pack of "tokes" 
down to where it wouldn't be profitable to import/"smuggle" it 
into the country.

Big business, contrary to opinions here displayed, has more often 
brought the price down in efforts to create profits by volume 
dealing.  Only when government attempts to interfere with 
retailing does a product's price rise artificially.

Again, medical prescribing of addictive drugs, and their legal 
production by the big international drug combines, would soon 
remove the illicit profit from smuggled goods, and drive the 
price down to where an addict could afford his/her habit without 
having to resort to crime/prostitution to support it.
Example:  an ounce of pure cocaine costs less than a buck in 
Columbia.  By the time it hits the streets, cut by 100, at $10-
$15 per hit, you're looking at $1500 for the same ounce.  A big 
commercial firm could put the same ounce out, in better purity, 
for $5.00 per hit, thus charging an exorbitant markup, but 
undercutting your corner pusher.

Then a few months later, Fleer's or General Foods would introduce 
a competitive product and start driving the legal price down 
until everyone could afford to get stoned.  Even if Uncle Sugar 
put his 1000% bite on it, 1 ounce, cut only 10 ways, and taxed at 
1000 percent with a 100% markup would cost only $2.00 

I have confidence in big business, because I've been on both the 
giving and receiving end of the profit margin.  Truly, if there's 
any money in it, you can't keep a monopoly on a product.  
Competition rears its ugly head, and a competitor will soon begin 
making it cheaper than you can afford to.  
The economies of scale (put out the product in enough quantity 
and you can make a fortune at almost any price over cost) ensure 
that any profitable product, be it granola bars or wine coolers, 
will soon be entirely in the hands of the big bucks boys.  Just 
keep ol' Uncle Sugar out of it, and you can keep supplying 
anything as long as the suckers will buy it.

About the Solar Business:

A good friend is in sales with a commercial Solar hot water 
manufacturer in Tempe.  For several years the sales of solar hot 
water products was booming, because the government would give you 
up to 60% of the purchase price back.

A couple of years ago, the tax credits were discontinued, mainly 
because the credits hadn't encouraged any new research or new 
products, and the bottom dropped out of the market.  It cost the 
Tempe company about $800 to manufacture a solar system, and this 
didn't include tooling costs, engineering, warranty or sales 
commission.  It was just labor and raw materials.  They had to 
price the units at $2000 to break even, and $3000 was the going 
rate while the tax credits were in effect.  You got half back, in 
effect paying $1500 for a system that should have retailed for 
about $2400.

Now drop the tax credits.  The price shoots up from $1500 to 
$2500.  People quit buying.  Now you have to cost in unused 
manufacturing capability, as well as a profit.  The price climbs, 
and more customers drop out of the market.  Anyone want to buy a 
solar hot water heater?

About photovoltaic cells:

Ask an electrical engineer about building a photovoltaic panel 
large enough to run a home refrigeration unit.  You're looking at 
several thousand dollars.  Install the panels your self.  Don't 
use anyone else's expertise, engineering knowledge, or 
assistance.  You will save another thousand or so in 
installation.  Now you've got a 115 volt home system that will 
put out about 300KW per hour.  You want to turn on a lamp?  Run 
the TV?  Dry your clothes?  Run the Microwave?  You'll be  lucky 
if you can put a photovoltaic unit on your house that will run 
all the appliances you're used to for $20,000.

Don't know where the hi-ball figure for the low power figure came 
from on TV, but I'll bet they dropped a couple of decimal points 
somewhere.  Wasn't our friend Diane Ryan reporting, was it?  She 
can screw up a technical discussion about a boyscout lighting a 
fire with a match.

        To have a solar electrical system run the lighting and the low power
draw items such as state of the art stereos, vcrs, computers and such would
be of great benefit.  To design a home from the ground up using intelligence
would also cut out the need for the big power drawers such as air
conditioning and heating.  The only item I haven't figured out a way to get
around would be a washing machine motor but an environmental dwelling would
not be that hard to do.  
        With well designed houses, we could easily eliminate many coal fired
plants and need fewer nuclear generating stations.  This has to be the
future if we are to have one.  Of course every home could have a wind-mill
or two for those stormy days.
        Cliff has a solar system that runs some of his lighting and I think
that is great.  I saw a show on PBS a while back and on it was a man who had
figured a way to grow silicon onto sheets of aluminun foil thus making
inexpensive solar panels although it was mentioned that the poor third world
countries would get first crack at it.  I really do not understand, if this
is so would our local utility companies want us to use this alternate
technology or would the stock holders lose paper dollars?

I just gotta tell you this story that really happened on Van Buren. This was
about six years ago when we first came to Phoenix from a small town. We
decided to go in one of those adult book stores and see for ourselves what
they sold in those places. From the moment I entered, I had to fight back my
laughter because as soon as you walk in, there was an entire wall that had
'electrical devices' of all sorts - from huge plastic penises to electric
fingers! I had an over powering urge to say (loud) 'Oh daddy. Please get me
that big black penis up there"! But I didn't because there was so many
people in there and the guy at the desk was really looking us over. Anyway -
I couldn't stand it for very long - just knew I was going to laugh, so I
told my husband to buy a book and I'd wait outside. (we had hardly seen such
books, being so cloistered in a small Mormon town) I went outside and stood
under a street light on Van Buren! That was dumb! A guy came out of the
place, looked me over and said "Do you?" I simply said "NO" - surpressing a
giggle. I stood there a few more minutes and another guy came out - a real
young good looking one and he walks up to me and says "I saw the two of you
in there. Do you 'three way'?" With a very stright face I said "NO, we only
two way"! I never was so glad to see my husband come out of that sleeze
place and we never went back to one of them. The moral to this story -
'Never stand under a street light on Van Buren'! - swinging your purse and

.... what looked like a horrible beast! "Look!" Cried Nick, "It's a genuine
C.H.U.D.!"
"Oh stop it Nick" said Dean. "It's only a small alligator someone flushed
down the toilet. You'll scare the girls"!
Nick grumbled, but continued on. The going got tough as the gunk got deeper
in the sewer. Toilet paper wrapped around the little group's ankles making
it even harder to walk. The odor was over powering.
The darkness closed in around them and Dean said "Lets hold hands so none of
us get lost. It's going to get very dark soon before this journey is
through".
Ann let out a small screem that rattled off the slimey walls.
"What is the matter Ann"? asked Sandy.
"That was no hand I was holding"!
"Never mind the sex stuff Ann. We must continue as fast as we can" said Dean
After what seemed hours, the group finally saw a small light at the end of
the tunnel and their pace quickened. They finally came to the end.
"Oh no!" cried Nick. "It can't be!" 
"But it is"! said James. 
"Where are we"? questioned Cliff.
"Don't you know this place darling"? said Sandy. "It is .......
