I agree. A very good set of messages there. I guess that what the
government will probably do at some point in the future is to decriminalize
marijuana and then hopefully legalize it. Tax it the same as alcohol or
tobacco.

Many people will scream bloody murder but to me it's the only rational thing

Subject: Drugs
Date: 08/03/88 Time: 09:43:52

Here are some of my ideas on how this country could legalize drugs.

Marijuana: It should be totally legalized. The government could sell
their own at liquor stores or Tobacco shops. It would be guaranteed to
be pure and the best. The price could be the same as a pack of
cigarettes with like taxes. Farmers (in this country for a change)
could grow it and make the profit. It could be smoked in public where
liquor is allowed legally. No smoking and driving! People could grow it
in their yards for personal use - to just about the extent they can
make their own beer and wine at home. No selling it! The legal age for
usage should be the same as for liquor.

Heroin: This too should be legalized, but in a different way. First of
all, it should become a medical tool that can be used by doctors the
same way Morphine is used today. It should be given to known addicts
and even be free to them that can't afford to pay. This would be given
in Controlled Clinics in every major city. Here again, our farmers
could grow it and make the profits and it also would be guaranteed to
be pure! If this was done, one of the stipulations would be - only
enough to sustain his habit -not extras! Along with this, a
rehabilitation program could be provided and encouraged for the addict.
Donations would come from the populace also to help ease the tax burden
of said clinics. I do not think this substance should be handed out
across the counter of a local store! You can be hooked for life --

after just one shot of the stuff. I know it would still keep the black
market open for Heroin to a degree, but the profit would be watered
down considerably and most of the addicts at this time, would probably
go to the clinics instead of stealing. Even if it cut the drug crimes
in half, that is a start anyway. Another stipulation - no home grown
stuff at all and of course, no driving while under the influence, with
very stiff penalties to those that do. The police could be provided
with test equipment to check for drugs as will as alcohol at the time
you are stopped.

Cocaine: Right now it is the glamour drug and the same for Heroin
should apply and it might take some of the glamour out of it! I do
believe it is available for medical purposes already!

Misc.

Opium: I don't think we have a major problem with that. I think we
might have learned from China what that can do to a country!

LSD: Ditto - the 60s!

The Mushrooms: I think should be totally legal! I don't think there
will ever be a problem there. We should be allowed to ... Cont.

grow it and use it at will. If it catches on as a major problem, then
do something about it.

Pills: The doctors are doing a pretty good job of supplying us legally
with all sorts of drugs. I really don't know too much about that
subject's supply & demand or how many addicts there are. It seems that
Heroin, Cocaine and Marijuana are the major problems at this time.

I do not profess that these are the answers to the drug problem. But if
we incorporated all or part of my suggestions, it would help. Nothing
seems to be working now. If you look through out history you will see
that when mankind is deprived of something - that's when he wants it
the most and he usually gets it one way or the other! Why not try
something new? At least legalize it to the doctors for medical
purposes! (Heroin)
Does anyone else have some solutions? Comments?

Actually, I could be almost ALL for legalizing drugs.
If things went smoothly, you'd start to see alarming death ratios for
the first decade. After that, a cooling down period perhaps, the moderate
and part-timers would be the last of the weak strain of humanity that sees
it necessary to pollute their bodies.
It would be nice to see all the hard-core ("I'll rob you blind for a fix")
types die-off in a silly permanent-drug uphoric grin during a spinning
round with the needle. Just think of the benefits!

Let 'em kill themselves off and perhaps we'd have less crowding and
nicer folks -albeit level headed ones- to work with.

What makes you think that that would happen? The evidence from Holland and
Alaska doesn't support you. Both of those places have a lower percentage of
regular marijuana users than the general population of the U.S. even though
marijuana is cheaply and easily available in both places with little fear
of punishment.
Also, most illegal drug users are not killed off by them. There are 5-6
million cocaine users, for example, yet only a few hundred cocaine related
deaths per year. There are no known cases of death due to marijuana use.
On the other hand, alcohol is implicated in thousands of deaths per year.

If drugs were legalized, would YOU run out and start using them? If not,
what makes you think everyone else would? Or are you just an elitist?

Another of your senseless and naive posts about big business "ruining a good
thing." I won't discount the possibility that one of Edison's original light
bulbs is still burning, but I doubt you would accept the tradeoff of a
nearly useless light output for a long filament life. Why not just leave the
bulbs in your house illuminated all the time? They'd last much longer, and
you'd emerge victorious over the greedy light bulb companies. Of course,
then you'd have to wage war on the utility companies.

By "death due to marijuana" I am not counting deaths due to stupidity (i.e.
doing dangerous things under the influence). There are no known cases of
marijuana itself causing someone's death. The number of cocaine deaths was
for the entire United States. Here are the figures (from the National
Institute on Drug Abuse's Drug Abuse Warning Network):
   1984: 604 (295 ages up to 29)
   1985: 643 (285 ages up to 29)
And not all of those deaths are directly attributable to cocaine, those
include suicides and accidental deaths of people who had cocaine in their
bodies. Some of them also had other drugs in their bodies, so their deaths
may have been attributable to the other drugs.
The figure I gave for number of cocaine users (5-6 million) was for 1984
and is from the President's Commission on Organized Crime (1986).

Oh, I see, Death under the influence of alcohol counts, but ...
Death while under the influence of Maharaja does not count because it was
"stupid" ????? A Maharaja user never died of cancer I suppose.
Then you have the people who have gotten Rat Poison rolled in with the
weed. Yes, perfectly safe!
I do believe it should be made legal, at least it would be cleaner
and a little safer.... Just as safe as regular tobbaco to the smoker.
The only problem I see.... Is drunk drivers kill thousands of innocent
people, but now there will be "Pot Heads" to worry about.
I think we need some hi tec cars that will be able to determine
if the driver is sober enough to drive it, maybe a built in breathalizer!
